Bio
Dr Raymond Onuoha is a Technology Policy Scholar and Consultant. His research, consulting and public speaking focuses on the institutional and policy challenges in the evolution of the digital economy and technology innovation in developing countries, with a specialization on Africa. His expertise covers the domain areas of digital transformation and innovation, internet governance and standardization, financial technology (Fintech) policy and regulation, digital trade, e-governance, digital public infrastructure (DPI), open data, data governance, telecommunications policy and artificial intelligence (AI) policy. He works as a Research Consultant with regional ICT policy and regulation think-tanks – Caribou (United Kingdom), Research ICT Africa (RIA), South Africa and The Portulans Institute (Washington D.C., USA) - conducting multidisciplinary research on digital governance, policy and regulation and the facilitation of evidence-base to inform policymaking for improved access, use and application of digital technologies for social and economic development in Africa. Raymond has consulted in the area of technology policy for global organisations including – The World Bank, African Union Commission (AUC), Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), Association for Progressive Communications (APC), Central Bank of Nigeria (CBN), The Alliance for Financial Inclusion (AFI), International Labour Organisation (ILO), The Bill & Melinda Gates foundation (BMGF), UNESCO, Association of Computing Machinery (USA), Microsoft Nigeria, Internet Governance Forum (IGF), The Collaboration on International ICT Policy in East and Southern Africa (CIPESA), Brazilian Network Information Center (NIC.br), The National Information Technology Development Agency (NITDA), The African School of Internet Governance (AfriSIG), and The Nigerian IGF (NIGF). Raymond was a 2024 AfOx Fellow at the Oxford Internet Institute (OII), University of Oxford, United Kingdom. He was an Open Fellow at The Weizenbaum Institute, Berlin Germany and Post-Doctoral Fellow at the Wits Institute for Social and Economic Research (WISER), South Africa - where he is assessing high-integrity and trust identification schemes across Africa.
